Note on Progress Scores

Ofsted have officially recognised that progress scores in junior schools nationally are lower than for 'all through' primaries and tend to be below 0, even though attainment scores in junior schools are higher. Although no reason is given for this, Ofsted now preface all junior school data reports for inspectors with a paragraph making this anomaly explicit, with the expectation that it is taken into account during inspections. 

Respected education data analysts have shown that it is more difficult for junior schools to show positive progress between key stage 1 and key stage 2 scores, having received key stage 1 assessments from feeder infant schools. For more detailed analysis, read this blog by Education Datalab.
